Kitgum District Hands over Education and Water Projects Worth over UGX 500 Million
Kitgum, March 3, 2026 — Kitgum District Local Government has today handed over multiple construction sites to contractors in Labong Amida and Labong Akwang sub-counties in a move aimed at strengthening education infrastructure and improving access to clean water.
The projects were officially handed over by the district’s political and technical leadership led by the Office of the Resident District Commissioner as part of efforts to enhance service delivery before the end of the current financial year.
At a ceremony held at Oryang Ojuma Primary School in Labong Amida Sub-county, district leaders commissioned:
• Construction of a two-classroom block at Oryang Ojuma Primary School worth UGX 116 million by Bollar Engineering Company Ltd.
• Drilling of five deep boreholes valued at UGX 134.4 million by B.N Watsan.
In Labong Akwang Sub-county, the following projects were also handed over:
• Construction of a semi-detached staff house at Bishop Ochola Primary School costing UGX 121 million.
• Drilling of a deep borehole in Odong Iiuru Village worth UGX 24 million.
• Construction of a semi-detached staff house at Aluna Primary School valued at UGX 122 million.
Speaking during the handover, Assistant Resident District Commissioner Mr. Okidi Komakech said the government has a constitutional obligation to ensure effective service delivery that improves the well-being and health of citizens.
He noted that under the manifesto of the ruling National Resistance Movement (NRM), government priorities include free primary and secondary education, access to clean water, security, and human resource development.
“It is through such investments in classroom blocks, staff houses, and safe water sources that we strengthen livelihoods and improve community welfare,” he said.
He cautioned contractors to respect local communities, adhere to contract terms, and complete the works within the agreed timelines.
District Chairperson Mr. Arwai Christopher Obol thanked the central government for financial support and commended the district council for ensuring fair distribution of resources.
However, he stressed the urgency of executing the projects within the limited time remaining in the government’s financial calendar, noting that the fourth quarter is fast approaching.
“We must ensure that procurement processes are expedited so these projects are completed before the end of the financial year,” he said.
He further urged the community to embrace the projects and take collective responsibility in safeguarding them.
Chief Administrative Officer Mr. A. Abubakar Habib observed that despite financial and operational challenges, the district prioritized water-stressed areas.
He expressed optimism that the boreholes will significantly ease water scarcity and improve livelihoods in the affected communities.
“These projects belong to the people. Monitor the construction process, guard against vandalism, and report any irregularities to the authorities,” he advised residents.
Representing the District Engineer, District Water Officer Mr. Picho Willy emphasized strict adherence to contract conditions. He warned contractors to cooperate fully with district supervisors and technical staff to ensure quality standards are met.
“All construction materials will be tested before use to guarantee quality and value for money,” he said.
The handover of the projects underscores Kitgum District’s commitment to improving education infrastructure and expanding access to clean water as key pillars of socio-economic transformation.
Construction works are expected to commence immediately, with district leaders pledging close supervision to ensure timely and quality completion for the benefit of the communities. Ends.
